The ISAP Board of Directors which governs the Society, appoints the Executive Committee with powers as it shall see fit, subject to regulation of the By-Laws. The committee members consist of five elected officials of the Board and seven Board Members At Large elected for a three-year term. The schedule of appointments as of January 2008 is listed below.

Dr. Manfred N. Partl
Carleton University / RILEM FellowManfred Partl graduated as civil engineer and got his PhD in 1983 at the Swiss Federal Institute of Technology ETH in Zurich, Switzerland, for his work on Isothermal Creep of a Bituminous Mortar under Multi-Step Loading. In 1990, after 7 years in the fiber cement industry, he joined the Swiss Federal Laboratories for Material Testing and Research in Dubendorf as Head of the Road Engineering/Sealing Components Center.
Dr, Partl teaches at the Technical College near Zurich and is lecturer at ETH Swiss Federal Institute of Technologies. He is author or co-author of over 170 papers in journals and proceedings and is active in different national and international standardization and scientific committees. He is a Fellow of RILEM (International Union of Laboratories and Experts in Construction Materials, Systems and Structures) where he is member of the Technical Advisory Committee TAC and chairman of the new Technical Committee TC ATB: "Advanced Testing and Characterization of Bituminous Materials." He is on the Board of Directors of ISAP and international representative in the AAPT Board. He is also associate editor of the International Journal of Road Materials and Pavement Design and of the RILEM Journal of Materials and Structures. Since summer 2004 Dr. Partl is Adjunct Professor at Carleton University in Ottawa.

John D'Angelo
John D'Angelo has been with FHWA for 25 years. For the first 6 years he was resident construction engineer, Federal Lands Highway Program. During this time he became familiar with the construction and quality control of pavements and bridges. Since then, he has been involved with technology development and transfer in the pavements area. Activities included pavement design, materials testing, quality control, and construction. For the past 9 years Mr. D'Angelo has been involved with the implementation of the Strategic Highway Research Program Superpave Asphalt Design System to the highway industry and further development of the system.
Mr. D'Angelo has been the chairman of the Federal Highway Administration's Binder Expert Task Group and the secretary of the Transportation Research Boards Binder Expert Task Group. These ETG's have been the focal point for refinement and innovation in the Superpave Asphalt Binder Specifications. Mr. D'Angelo also manages both a binder and mixture laboratory to develop and evaluate new test procedures for both asphalt binder and mixture evaluation.
As the Asphalt Materials Engineer in the Office of Pavement Technology, Mr. D'Angelo continually updates what the FHWA Pavement Technology Program should be for the future. The future direction for the pavement technology program will include Performance Related Specification, Warranties, and accelerated pavement construction techniques to build long life pavements.
Mr. D'Angelo has published numerous papers on material testing and quality control. He is a member of the Transportation Research Board, The Association of Asphalt Pavement Technologists, The Canadian Technical Asphalt Association, the AASHTO Subcommittee on Materials, and ASTM.

Gerald (Gerry) Huber
Heritage Research Group, USAGerry Huber is originally from Saskatchewan. Mr Huber obtained a Bachelor degree in Civil Engineering and worked at Saskatchewan Highways and Transportation for 10 years in construction supervision, project design and finally as bituminous engineer. He obtained a Master's degree from the University of Texas specializing in asphalt mixture properties then joined the Asphalt Institute for five years where he helped advance mix design technology including changes to MS-2, the manual of "Mix Design Methods for Asphalt Concrete" and was involved in the Strategic Highway Research Program working on the technical coordination team responsible for developing Superpave.
Since 1992 he works for the Heritage Research Group, a private asphalt research office based in Indianapolis, Indiana. He has been actively involved in implementation activities of Superpave and other new asphalt technologies including Stone Matrix Asphalt, Porous Asphalt and hot mix asphalt warranties.

Andrew Collop
Director of Transportation Engineeering Research
University of NottinghamAndrew Collop gained a Bachelor's Degree in Mechanical Engineering at Cambridge and joined the Applied Dynamics Research Group at Cambridge researching the interaction between heavy goods vehicles, road damage and the environment. After completing his PhD, Andrew joined the academic staff in the Nottingham Transportation Engineering Centre (NTEC), at University of Nottingham. In 2004 he was promoted to Professor of Civil Engineering and was awarded a DSc in 2006. Andrew is currently Director of NTEC, Director of Research for the School of Civil Engineering and Director of the Nottingham Asphalt Research Consortium (NARC). His main research interests are in most aspects of pavement engineering including vehicle/pavement interaction, the mechanical performance of bituminous materials, pavement design and non-destructive pavement evaluation. Andrew is currently an investigator on a number of research grants and contracts, is a regular consultant for Scott Wilson and other organisations, has over 150 technical publications and is regularly invited to give technical presentations. He is an Editor-in-Chief of Road Materials and Pavement Design, a member of the Editorial Board for ICE Transport, a member of the EPSRC Peer Review College and a member of the Board of Directors of the International Society for Asphalt Pavements. Andrew currently serves on the Transport Board of the ICE and is a member of SPORTSURF, a multidisciplinary sports surface forum, funded by EPSRC.

University of California, BerkeleyJohn Harvey is Professor of Civil & Environmental Engineering at Berkeley, where he gained his PhD in 1992. Prof Harvey has also been active as a lecturer and researcher at San Jose State U., the Texas Research & Develpoment Foundation and Austin Research Engineers, Inc. John is an active member of many asphalt and pavement organizations and technical committees, and the recipient of several professional awards, including the Marlin J. Knutson Technical Achievement Award. 2001 for the California I-10 Reconstruction Team.

Eugene Skok
ISAP Head Office
White Bear Lake, MNEugene Skok received a Bachelors, Masters and PhD in Civil Engineering at the University of Minnesota in 1957, 1959 and 1969, respectively. He has worked and taught in the areas of Pavement Design, Evaluation and Engineering Materials and as a researcher. He worked at the AASHO Road Test during the construction and analysis periods in 1958-1960. He then worked for the Asphalt Institute in College Park, Maryland.
From 1963 through 1971, while at the University of Minnesota he worked on various research projects including the research used for the current Minnesota Highway Department pavement design procedure. He also did research for U.S. Forest Service, NCHRP and the Minnesota Local Road Research Board in pavement design, analysis and quality control.
In 1972 he started teaching at St. Paul Technical College where he was Head of the Civil Technology Department. He also helped start a pavement consulting firm (Midwest Pavement Management) in 1980 which was bought out by Braun Intertec in 1987.
In 1988 he became the Principle Investigator for the North Central Regional Coordination Office of the Strategic Highway Research Program (SHRP). The North Central Region covers 13 states and 2 provinces. The Office was responsible for the setting up, evaluation and analysis of over 300 test sections in the region.
Since 1998 he has been a Research Associate and Adjunct Professor in the Civil Engineering Department back at the University of Minnesota. He has taught pavement and materials courses and worked on research projects including the work described in this presentation.
Dr. Skok is a Life Member of ASCE (President of the MN Section 1978-79), Association of Asphalt Paving Technologists (Secretary-Treasurer since 1969), International Society for Asphalt Pavements (Executive Administrator since 1996) MnAAPT, ASTM, TRB, MSES, Chi Epsilon. Tau Beta Pi and Plumb Bob. He was elected to the Asphalt Institute Roll of Honor in 1995.

Dr David Newcomb joined NAPA in October 1999 as Vice President, Research & Technology following several years as an Associate Professor in the Department of Civil Engineering Department at the University of Minnesota and Technical Director of the Minnesota Road Research Project. He received his PhD at the University of Washington in 1986, and his BS and MS degrees at Texas A&M University in 1977 and 1979. Dr. Newcomb has published over 90 papers and reports related to the characterization and behavior of bituminous materials and the structural evaluation of pavement systems. He was awarded the Transportation Research Board's Fred Burggraf Award in 1989 and the K.B. Woods Award in 2001. Dr. Newcomb is a registered professional engineer in the state of Minnesota and is Immediate Past Chairman of ISAP.
SABITA -- Southern African Bitumen Association (SABITA website)
Trevor Distin is Executive Director of Sabita -- a non-profit organisation representing producers and applicators of bituminous products, hot-mix manufacturers and pavers, consulting engineers and educational institutions. SABAITA works to advance best practice in southern Africa in the use and application of bituminous materials and in worker safety and environmental conservation. The organization also promotes education and training; and works with government on the value of road provision and engages all stakeholders involved in the provision and preservation of roads.
JRCA -- Japan Road Contractors Association
Shigeki Watanabe is Vice-Chairman/Executive Director of the Japan Road Contractors Association (JRCA) since May 2005. After his graduation from Hokkaido University in 1971 with a B.E. in Civil Engineering, he entered the former Ministry of Construction (MOC) (The present Ministry of Land, Infrastructure and Transport, Government of Japan (MLIT)). Then, he acted as Director of Civil Engineering Department, Yamagata Prefectural Government from April 1995, Director of the Environment Management Division, Ports and Harbors Bureau of the Ministry of Transportation from July 1998 and Director of Regional Road Division, MOC from June 2000.
Before entering JRCA, he acted as Director-General, Kyusyu Regional Development Bureau, MLIT from July 2002 (after having worked as Vice Director-General in 2001) and Director-General of Geographical Survey Institute, MLIT from January 2004.

Joe W. Button
Texas Transportation Institute, USAJoe Button is head of the Materials & Pavements Division of the Texas Transportation Institute (TTI). He has been with TTI since 1968 in many capacities. He earned his B.S. in Chemical Engineering and M.S. Civil Engineering from Texas A&M University. Button has served as principal investigator more than 70 asphalt pavement-related research projects, which total almost $10,000,000. He has taught short courses in pavement maintenance, asphalt technology, and benefits of asphalt additives. He has authored or co-authored more than 80 published papers and more than 100 research reports. He has presented his work at more than 75 research conferences at state, national, and international levels (including 27 invited lectures). Button is an active member of AAPT, TRB, and ASTM. He is currently chairman of TRB Committee on General Issues on Asphalt Pavements (A2D05). He is past chair of ASTM Subcommittee on Analysis of Bituminous Mixtures of Committee D04.25 (1992-99). He is a registered professional engineer in Texas.

Guy Doré
Quebec Ministry of TransportationGuy Doré graduated in geological engineering at Laval University in 1980. He later completed a master's degree (M.Sc.) in engineering geology and a doctoral degree (Ph.D.) in civil engineering at Laval University.
Between 1981 and 1997, he had various responsibilities with the Québec Ministry of Transportation. Among others, he worked as pavement design engineer, pavement research engineer, research coordinator and acting service chief at the pavement laboratory direction of the ministry. During that period, he was seconded for two years to the Transportation Association of Canada (Ottawa) to help develop the Canadian Strategic Highway Research Program (C-SHRP) and for one year to the National Research Council of the United States (Washington D.C.) to help develop the American Strategic Highway Research Program (SHRP).
Since summer of 1997, Mr.Doré is professor in pavement engineering at the civil engineering department of Laval University. He is teaching several road pavement courses and he is very active in research on pavement response and performance in cold climates.
Dr Gerhard J.A. Kennepohl
Adjunct Professor of Civil Engineering
University of WaterlooGerhard Kennepohl led numerous projects while Head of Asphalt Research for Gulf Canada, Head of Technology Development for Tensar Inc., and most recently as Head of Road and Pavement Research for the Ontario Ministry of Transportation. In the latter capacity, for example, he directed field and laboratory research on polymer modified asphalts, use of recycle rubber in asphalts, innovative maintenance treatments, long-term performance studies, structural design methodologies and many others. He has worked for both the private and public sectors in various capacities and has received numerous honours including various best paper awards from the Transportation Research Board and American Association of Asphalt Paving Technologists and was also awarded the Bad Honnef Stipend Award from Germany. His demonstrated record of productivity, ability to lead and/or work with research teams and basic scientific and engineering knowledge are a valuable addition to the Civil Engineering Department at the University of Waterloo.

Senior Vice President
Dynatest InternationalPer Ullidtz joined Dynatest International as Senior Vice Presidenta in 2002. His primary activity is development and implementation of models for design and evaluation of pavements, mostly in cooperation with the Pavement Research Center at University of California. He has worked as an associate professor at the Technical University of Denmark, as external professor at the University of Lund, Sweden and as a consulting engineer in several countries. He has developed a number of computer programs for interpretation of Falling Weight Deflectometer tests, for simulation of pavement deterioration, for management of pavement systems and for calculation of deformation and failure in particulate media. He is the author of two books on pavement modelling and of more than one hundred papers in journal and conference proceedings.

Pioneer Road Services, AustraliaIan Rickards is the National Technical Manager for Pioneer Road Services Pty Ltd in Australia. He is responsible for the direction and management of the company's considerable research and development effort aimed at the implementation of innovative and effective products and services to best serve client needs. His interest in flexible pavement design and materials developed over more than 10 years as Technical Director of the Australian Asphalt Pavement Association (AAPA). He initiated and directed the first phase of the Australian asphalt industry research and development program, which has had considerable long-term benefits to the industry and clients.

Egbert Beuving
Technical Director
European Asphalt Pavement Association - EAPAEgbert Beuving received his Master of Science degree in 1980 at the Technical University of Delft in Pavement engineering. He worked ten years with Netherlands Pavement Consultantst, as project manager and later as Technical Manager. In 1990 he joined CROW, the Dutch Information and Technology Centre for Transport and Infrastructure as a project manager. There he co-ordinated national research in road construction and asphalt pavements. A member of several European Committees, such as COST-Actions and a Technical RILEM Committee on Preventing Reflective Cracking in Pavements, he was chairman of COST Action 336 'Falling Weight Deflectometer', and also founder and moderator of the FWD Users Mailing List.
In 2001, Mr Beuving became Technical Director of European Asphalt Pavement Association (EAPA). Here he is the focal point for EAPA on technical issues, and health, safety and environmental issues.
He is active on several European and TRB committees for standardization and technical issues.
